Bio

I have worked in public interest law and legal aid since 1970. I was executive director of Rural Legal Services of Tennessee from 1978 to 2002 and then, following a consolidation, became general counsel to a larger organization. I frequently present training on legal aid issues at state, regional and national conferences and regularly publish article on legal aid issues, especially those related to delivery, risk management, organizational development and strategic planning. I have conducted on-site evaluations of more than 100 civil legal aid providers throughout the country.
