Bio

Pennsylvania native who received both J.D. and Master of Divinity from Yale in 1983. During 1985-88 he was Managing Attorney for DNA People’s Legal Services for the Navajo Nation in Arizona. In 1988 started with Legal Services of Northern California (LSNC) as Managing Attorney, then Director of Litigation and Deputy Director, then Executive Director starting in 1999. Taught courses at UC Davis Law School. Previously Board Member and President of Legal Aid Association of California (LAAC) and helped to revive that organization. Emphasizes innovative litigation and advocacy that focuses on anti-poverty law and systemic change.
